Who can open one?

Any verified business can open a Multi Currency Account, except US-based entities for now. Business verification is required before account details are issued.

Can my card spend from these balances?

Not yet. Card spending draws from your USD balance for now. Multi currency balances are for receiving, holding, converting and sending.
